I don't know the details, but I know that several stations I listen to that broadcast the usual way (through the air) and stream over the internet have ads in their regular broadcast but cut them out when they stream. Many -- maybe all? -- of the iTunes stations are also regular broadcast stations. Certainly the ones with call letters are. Maybe it has something to do with licensing rights not being worked out. I know some of the streaming stuff regarding royalties is still in the courts. Hope that helps!
References :
listening to a lot of radio, both broadcast and streaming

Internet radio is gettin really expensive really fast.

Broadcasters are either hobbiests or terrestrial radio stations re-broadcasting their original station.
