I don’t know the details, but I know that several stations I listen to that broadcast the usual way (through the air) and stream over the internet have ads in their regular broadcast but cut them out when they stream. Many — maybe all? — of the iTunes stations are also regular broadcast stations. Certainly the ones with call letters are. Maybe it has something to do with licensing rights not being worked out. They don’t really. Its more of a hobby for them.
There is a huge conundrum going on right now about internet radio and the fees involved. Check it out.

Internet radio is gettin really expensive really fast.
Broadcasters are either hobbiests or terrestrial radio stations re-broadcasting their original station.
